Central Asia Caught between the Great Powers

Studies on contemporary Central Asia are often limited to an examination of Central Asia’s relations with Russia and China and the formation of this geopolitical region as a result of ‘external influence’ from the USA and its Western partners. Russia, for good reasons, regards Central Asia both as a ‘near abroad’ with which it is closely and diversely intertwined, and as an important geopolitical building block of ‘Greater Eurasia’ (plus the Eurasian Economic Union), whilst China views Central Asia as a ‘bulwark’ for its western territories, a reservoir of raw materials, market and a ‘Belt and Road’ springboard for its continental trade routes to Europe – a region that Beijing skilfully embeds within its geopolitical and geo-economic strategies. Western states, by contrast, currently need Central Asia primarily to contain Russia and China. Against the backdrop of Central Asia’s closely intertwined relations with Russia and China, this article seeks in particular to outline the process of emancipation of the Central Asian states as they move towards forming a resilient, solidarity-based alliance and a common economic and security area with its own security architecture. Whilst, in this process, the consultative meetings of the heads of state of the Central Asian states function as strategic dialogue platforms aimed at internal integration, the more bilaterally oriented ‘C5+’ mechanisms are subordinate to the concept of a multi-vector foreign policy, which is intended to balance influences and exploit them to economic advantage. A distinctive feature of this article is that it analyses the process whilst taking careful account of bilateral and multilateral documents.

23. Kazakhstan, which shared a 1,700 km border with China, achieved a bilateral trade volume of USD 25 billion with China in 2012. Xi Jinping proposed an increase to USD 40 billion by 2015. At that time, China was training 8,000 Kazakh students in China, primarily in the fields of science and technology. Both countries were working on the completion of the 2,800 km crude oil pipeline between China and Kazakhstan, as well as the 1,000 km Kazakh section of the gas pipeline between China and Central Asia.
24. During his state visit to Uzbekistan, China’s President put forward four proposals: 1. Increasing bilateral trade volume to USD 5 billion by 2017, and commencing talks on free trade zones and investment. 2. Deepening energy cooperation (ensuring the safe and stable operation of the China-Uzbekistan gas pipeline, cooperation in natural gas processing, oil shale extraction and renewable energy. 3. Promoting infrastructure links (connecting China, Uzbekistan and Kyrgyzstan via rail and road networks), 4. Establishing joint special industrial zones and model agricultural estates.
25. During his state visit to Kyrgyzstan, Xi Jinping raised security issues in particular due to the illegal activities of Islamist groups on Kyrgyz territory. Kyrgyz President A. Atambaev confirmed the continuation of close cooperation in the security sector and in the fight against the ‘three evil forces’. Cooperation between the two countries should also focus on infrastructure projects such as the North-South Highway and the modernisation of power stations.

When Western transport routes to the Soviet Union were blocked during the Second World War, the only option left was the Persian Corridor, through which the Western Allies could supply the Soviet Union with war material. The invasion of Iran today highlights the extent to which the West is now seeking to render Russia strategically incapable of action. Should a pro-Western regime be installed there, this would provide Russia with a sufficient Casus belli.
